The Cypriot Yellow Slip (registration certificate) is a non-expiring registration certificate for EU/EEA citizens who wish to stay in Cyprus for longer than three months.

Although some parties simply label this a “formality”, it is in reality the gateway to the Cypriot 60-day tax regime and non-dom status (0% tax on dividends), making it one of the smartest first steps an EU entrepreneur or investor can take.

What is the Yellow Slip in Cyprus?

The Yellow Slip is the mandatory proof of registration for EU/EEA citizens. Under the principle of free movement within the EU, you may enter Cyprus without a visa.

However, if you plan to stay on the island for longer than 90 days, become a tax resident, or make use of public services, the Cypriot government legally requires you to apply for this document within four months of arrival.

Although many people use the term 'Yellow Slip', the official name is 'Yellow Slip MEU1' (the 'MEU1 form'). The Yellow Slip (also known as the yellow card) is not just a formality; it is the gateway to your entire stay in the Mediterranean.

You cannot obtain your Cypriot tax number (TIC) , register for social security, or claim the tax benefits of non-dom status without this proof of residency.

Yellow Slip Checklist: What is needed?

To successfully obtain the yellow MEU1 visa strip, we will compile a file for you. Before submitting the application, we will assist you in gathering the following essential documents:

  • Proof of housing: A stamped rental agreement (for a minimum of 1 year) or a deed of purchase. Do you need a home? Then engage us as your independent real estate consultant.
  • Proof of income/employment:
    • Option A (employee): An employment contract, social security registration, and the employer's signature.
    • Option B (via your company): Registration with social security as a self-employed person or director.
    • Option C (via sufficient assets): If you are retired or invest passively, you must demonstrate that you have sufficient assets, to be proven via bank statements from a Cypriot or foreign bank account.
  • Proof of health insurance: a European Health Insurance Card (EHIC) or local Cypriot private health insurance.
  • Valid passport/identity document.

Non-EU citizens with EU partners: obtaining a residence permit (MEU2)

While you, as an EU citizen, follow the standard MEU1 procedure, your non-EU partner, financially dependent children (under 21), or dependent parents have a legal right to a residence permit through family reunification. This is done via the MEU2 form.

Although the MEU1 registration certificate for EU citizens is often issued immediately or within five days, the MEU2 application for non-EU dependents requires additional biometric data collection, and processing typically takes six to seven months.

However, after submission of the MEU2 application, they immediately receive a receipt allowing them to legally stay with you in Cyprus during the processing time.

To obtain a yellow slip in Cyprus (as an EU citizen), you must first gather the required MEU1 documents (proof of residence, income/employment, and health insurance).

Next, you make a mandatory appointment at the Civil Registry and Migration Office (CRMD) in your district (e.g. Paphos). You must appear in person to have your biometric data taken, pay the fees, and often receive the MEU1 certificate for EU citizens immediately.

(Please note: for non-EU family members applying via MEU2, a personal appearance is required, but the certificate will be issued later).

No, you cannot apply for the yellow slip online. Although the official application forms can be downloaded online from the government website, the immigration procedure legally requires a physical presence at the Immigration Office (CRMD) for all applicants (both EU citizens and family members of non-EU citizens).

This is necessary for the collection of biometric data (fingerprints and photo) and the payment of the fees. Be cautious with services that claim to offer a fully digital process.
